Choice Based Model
A. Adoption Model - I:
This model is suitable for State / UTs where most ULBs do not have an operational e-governance system and/or low IT infrastructure/ capacity; or are considering replacing their existing e-governance systems. This model will assist the State / UTs to start the journey at a low cost of adoption, less time to go-live and then adapt the model as per their individual needs. NIUA-CDG will maintain a centrally hosted platform viz. UPYOG on a MeitY empanelled cloud infrastructure. The State / UTs can – use the centrally hosted instance of UPYOG for âplatform-as-a-serviceâ (PaaS) mode as base and focus on configuring the platform and reference modules as per their needs and initiate the selection process of Implementation Partners (IPs) (either from a list of empanelled IPs provided by NIUA-CDG or as per procurement norms of the respective State / UT11). This model automatically ensures conformity with standards to ensure interoperability and data reporting as per national KPIs.
B. Adoption Model - II:
This model is suitable for State / UTs where there are State / UT-wide modules for certain municipal services already in use, or where certain ULBs have already adopted an urban e-governance service delivery system. This facilitates co-existence and is a hybrid model of implementation. States/ UTs can State / UT hosted UPYOG according to their needs such as Using some or all of the reference modules while integrating UPYOG with existing solutions for other modules Continue with their system in some ULBs while adopting State / UT hosted UPYOG for the remaining cohort of ULBs where there are no e-governance service delivery systems Adopt the defined standards and specifications to ensure interoperability and data reporting Use dashboard APIs to push State / UT and ULB level data on to the National Dashboard as per the defined KPIs for getting an integrated view of services at the State / UT level.
