Significant contributions and dedicated efforts have been invested in creating and consolidating extensive knowledge documents pertaining to urban citizen service delivery. These include:-

● National Urban Innovation Stack

NUIS aims to catalyse transformative collaboration in the urban ecosystem through establishing a shared digital public good. NUIS will strengthen the capacity of the urban ecosystem to solve complex programs quickly and at scale by unlocking the power of urban data, build capacity among all actors of the quadruple helix, driving discoverability and collaboration between urban stakeholders, and enabling responsive and data driven governance.

● NUIS Blueprint

The objective of this document is to provide an overview of the NUIS stack approach, and to illustrate how the different components of the stack contribute to meeting the twin requirements of adaptability and ease of use. Specifically, this document will summarise key aspects of NUIS – stack approach, design principles, standards, platform architecture layers, and building blocks. It will provide a framework to assess participating platforms/solutions against NUIS requirements, provide an approach to governance for the programs, platforms, and data that will be created or identified in keeping with the NUIS strategy.

● Technical Guidelines - CCSG

The Technical Implementation Guidelines will help states identify ways to leverage the platforms, applications, and other support provided by the CCSG program in order to improve urban e-governance in their cities. The purpose of these Guidelines is to enable Urban Development Departments and Urban Local Bodies to design and implement the digital infrastructure. In particular, it will enable them to:

  • Identify levels of compliance with the NUIS framework for adoption of digital infrastructure, with a focus on digitally-enabled service delivery.
  • Identify and leverage support available from MoHUA for adoption of digital infrastructure, with a focus on digitally-enabled service delivery.

● Assessment Framework

To gain insights into existing urban citizen services, a comprehensive Assessment Framework for each module live on UPYOG is developed for conducting thorough diagnostic assessments. The parameters for assessment of the tech stack, ease of access, operability, etc.
To enhance the clarity of service digitization, a comprehensive set of implementation and technical guidelines have been meticulously crafted. These guidelines facilitate a systematic implementation process, ensuring a seamless digital transition of services. Urban citizen services related standards for the processes and terminology to enable common data formats, exchange and benchmarking.

● List of Empanelled Agencies

The States/UTs are required to designate an Implementation Partner (IP) to spearhead the execution of UPYOG within urban areas, ensuring seamless customization and implementation of e-governance services. The IP’s responsibilities encompass finalising implementation plans, assessing resource requirements, integrating APIs, providing rollout support, adhering to standards, conducting testing, maintaining comprehensive documentation, and actively contributing to central repositories. NIUA’s empanelled partners serve as proficient facilitators, ensuring efficient and timely implementation to advance urban e-governance services across the nation. 60+ registered firms and 100’s of technical manpower have been trained as ‘Implementation Partners’.

● Model Compositions of HR to support State/ UTs in implementation of e-Gov services (PMU/ IT-PIU)

States opt to onboard various dedicated resources for management and Implementation of Digital Service Delivery in the state, the NUDM team has compiled 3 broad lists of compositions of teams which could be on boarded by the state:

  1. Compositions of Project Management Unit for Mission Management
  2. Compositions of Project Implementation Unit for Mission Implementation
  3. Composition of IT Project Implementation Unit (IT – PIU) for Mission Management and Implementation

The designations, roles, qualifications, experience, sourcing, etc. may be modified as per the requirements of the States/UTs. The resources can be onboarded by the state in a staggered manner (i.e. as per requirement in the mission). This team of experts add to the existing skills-sets of the urban administration at the state level, furthering the implementation of urban e-governance service delivery initiatives across all stages of planning, procurement, implementation, and adoption.
