What is NUDM?

The National Urban Digital Mission (NUDM) aims to build a shared digital infrastructure that will strengthen the capacity of the urban ecosystem to solve complex problems at scale and speed. It is built as a public good and provides the ecosystem actors with foundational digital building blocks, ready-to-use platforms, standards, specifications, and frameworks.

Opportunity

India has been using public digital infrastructures like JAM (Jan Dhan-Aadhar-Mobile), IndiaStack and UPI to address crucial needs at speed and scale. Using these, the nation has compressed a 47 year journey into a decade, ensuring that nearly every Indian can now access a bank account with ease. With a renewed focus on Atma Nirbhar Bharat, the Ministry of Housing and Urban Affairs (MoHUA) launched NUDM to streamline and coordinate efforts of the urban ecosystem by harnessing technology to leapfrog our urban transformation journey.

Objectives

To enhance the ease of living in our cities and towns by leveraging IT & associated technologies, and support the existing urban ecosystem in a ‘citizen-centric’ approach, the NUDM envisages to: 

  • Create shared digital infrastructure as a public good in the shape of state-of-the-art digital urban platforms, building blocks, data infrastructure to manage the core digital urban data, and the infrastructure required for seamless exchange
  • Catalyse an urban national open digital ecosystem (u-NODE) that leverages NUDM to build new platforms, solutions and innovations
  • Create open standards and enforce the adoption of these standards by all national digital urban stakeholders
  • Establish registries at appropriate levels to a create single source of truth in respect of urban assets, service delivery, urban data and actors
  • Promote the development of nationally scalable application systems with a special focus on achieving the Sustainable Development Goals for Urban Local Bodies (ULBs)
  • Adopt the best principles of cooperative federalism while working with the States, Union Territories & ULBs to achieve the Mission’s vision 
  • Provide for enhancing efficiency and effectiveness of governance at all levels 
  • Strengthen existing urban systems and applications, by ensuring their conformity with the defined standards and integration with NUDM

The presence of strong public digital infrastructure—including those related to Aadhaar, Unified Payments Interface and the vast reach of the Internet and mobile networks (JAM trinity) —provide a strong platform for establishing the building blocks of NUDM.
